요약 (영) This is a case study about negotiation between developer and public sector on the urban
development process which was a large inner city redevelopment project in Seoul. It analyze
negotiation in the process of setting up Yongsan International Development Project(YIBD) focusing
on Winset and ZOPA(Zone of Possible Agreement) between development main agents. Korail as
a main developer and Seoul City Government as a public sector had opposite goal each other,
so there were not much ZOPA with each other. Through the negotiation, they gradually made
wider Winset range of each other and formed ZOPA. Policy implication is as in the following.
In order to secure negotiation power in the process, an organization of the first Winset is the
key point. And in order to secure ZOPA(Zone of Possible Agreement), reinforcement of negotiation
power to be able to change the Winset by suggesting diverse acceptable alternatives to the opponent
party is required.
