The purpose of this study is to examine the applicability of the pre-negotiation system, which is a means of recovering development profits resulting from urban planning changes in local cities. To this end, the operational guidelines of local governments implementing the pre-negotiation system were compared, and issues related to the introduction of the system in local cities were reviewed. Although each issue was derived through interviews targeting specific cities, it was of common interest to local governments with development potential in non-urban areas. Through this review process, it was found that the pre-negotiation system can be used as an appropriate means of recovering development profits generated in non-urban areas, and the study was able to promote local governments' understanding of the introduction of the prior negotiation system. |
